Steps to make Gullisuwa (fried milk balls):
  1. Mix the sugar, flour and milk together. Add the vanilla to the water then pour into the milk and mix it to form a dough. If it hasn't formed a smooth dough, you can add more water a teaspoon at a time
  2. Rub oil on your palms and take a small of the milk and roll it into balls.
  3. Put some oil in a frying pan and place on low to medium heat then shallow fry the balls. The fire should not be too hot.
